Local Governments
Miller & Van Eaton is best known for its telecommunications advice to local governments. Our attorneys have extensive experience in assisting municipalities nationwide on issues such as cable television franchise problems, cellular tower zoning
decisions, telephone rates and contracts, federal regulatory preemption, municipal ownership of telecommunications networks,
leases and compensation agreements for public rights-of-way, cable TV rate regulation, and local telecommunications
ordinances.
Educators
Miller & Van Eaton represents EDLINC, the coalition of national educational organizations advising and protecting schools on
issues affecting the price and availability of advanced telecommunications services, including the National School Boards
Association, the National Association of Independent Schools, the National Education Association, the American Library
Association, and others. Our attorneys prepared the coalition’s filings for the Federal Communication Commission’s Universal
Service Order and then defended that order in court. We also advise on how these new Universal Service rules work. And we
work with clients to obtain the rate discounts provided by the FCC’s Universal Service rules.
Real Estate Developers
The attorneys of Miller & Van Eaton represent the rental property industry (both commercial and residential) in matters arising
out of the federal Telecommunications Act of 1996. Our attorneys have filed comments in several Federal Communications
Commission and state regulatory proceedings related to the rental property industry, developed a constitutional analysis of the
limits of federal authority, and assisted national real estate trade associations as they petitioned Congress to preserve the rights
of property owners. The firm represents a coalition of real estate trade associations, including the Building Owners and
Managers Association, International, the Institute of Real Estate Management, the International Council of Shopping Centers,
the National Apartment Association, the National Multi-Housing Council, the National Realty Committee, and the National
Association of Real Estate Investment Trusts.
International Telecommunications
Miller & Van Eaton has successfully translated its expertise in United States domestic telecommunications law and policy to
solve the problems of developing countries. Miller & Van Eaton advises clients around the world on all facets of
telecommunications law and policy. We have served as legal consultants to foreign governments, international financial
institutions, and foreign investment counseling firms on a variety of telecommunications policy matters in Africa, Argentina, the
Bahamas, Bolivia, Brazil, China, the Czech Republic, Ecuador, El Salvador, Guatemala, Honduras, Hungary, India, Indonesia,
Mexico, Pakistan, Panama, Peru, Poland, Romania, Sri Lanka, Thailand, Turkey, and Venezuela. In particular, the firm
provides advice to international clients on telecommunication regulation, restructuring, liberalization, and privatization.
