Several states have passed laws at the Bells' behest to eliminate or effectively nullify the local franchising process. Pending legislation has been introduced in many more. The map linked below indicates the status of the states based on information currently available to us (as of the date shown below).
The map linked below provides a simplified graphical overview of the situation in the various states, showing whether the state or the locality sets the terms of the franchise (as distinct from which one technically grants the franchise).
