FEDERAL AND STATE LEGISLATIVE ACTION ON FRANCHISING

FCC RULEMAKING ON FRANCHISING

In November 2005 the FCC released a Notice of Proposed Rulemaking (NPRM) on local cable franchising, MB Docket No. 05-311. The NPRM cited numerous unsupported allegations by the Bell companies about problems in the franchising process and proposed that the FCC had authority to direct how local governments carried out that process.

Initial comments were filed on February 13, 2006, and reply comments on March 28, 2006. Related links may be found in the sidebar.

On December 20, 2006, the FCC issued an order imposing new federal regulations on local franchise negotiations. For information on that order and subsequent proceedings, click here.
