Nann M. Winter
Ms. Winter advises and represents local government interests on all aspects of cable and telecommunications services, in particular, rate regulation and franchise and right-of-way agreements. She has drafted and negotiated cable and telecommunications legislation including numerous franchises for cable, local exchange and competitive access service. She represents local government interests before state regulatory agencies, state and federal courts and the Federal Communications Commission. She is also an expert in energy and franchise regulation in the state of New Mexico and serves as the Director of the Utility Franchise office for the City of Albuquerque, New Mexico. Ms. Winter received her law degree from the University of New Mexico School of Law in 1987 and her undergraduate degree from the University of New Mexico Anderson School of Management in 1981. She is the author of Tightening the Screws: Identifying and Collecting Telecommunications Franchise Fees, Municipal Lawyer (May/June 1997).
